In a stunning diplomatic breakthrough, the United States and Iran have agreed to establish a direct military communication channel between US Central Command (CENTCOM) and Iran’s Islamic Revolutionary Guard Corps (IRGC), with officials from both sides set to meet in Doha, Qatar.<\/p>\n\n\n\n
US Vice President JD Vance confirmed the development in an interview with the British news outlet UnHerd, describing the arrangement as one of the key outcomes of the recent US-Iran negotiations in Switzerland.<\/p>\n\n\n\n
A ‘Channel on the Iranian Side’ for Reducing Conflict
Vance explained that establishing a direct line of communication with Tehran was a priority for Washington:<\/p>\n\n\n\n
“One of the things we wanted to come out with was a ‘channel on the Iranian side’ for reducing conflict. Which we did. They were like, ‘OK, fine, we’ll send somebody from the IRGC to go hang out in Doha with somebody from CENTCOM,’ and that’s how we’re going to settle a lot of these disputes.”<\/p>\n\n\n\n
The arrangement is significant because it would bring US military officials into direct contact with the IRGC, which Washington designated as a Foreign Terrorist Organisation in 2019. It also comes only weeks after US and Israeli forces reportedly targeted IRGC personnel during the recent conflict with Iran.<\/p>\n\n\n\n
Why CENTCOM Instead of the CIA?
Observers have noted that the US typically engages with enemy states through intelligence agencies like the CIA, which can operate covertly and with less legal scrutiny. However, analysts suggest that the public nature of the new arrangement may have made direct military-to-military engagement the more practical option.<\/p>\n\n\n\n
CENTCOM commander Gen. Brad Cooper has previously participated in discussions related to Iran, though those engagements involved Iranian civilian diplomats rather than IRGC officials.<\/p>\n\n\n\n
UAE Opens New Channels with Iran
Vance also revealed that Gulf states, particularly the United Arab Emirates, are holding new discussions with Tehran, including direct communication with the IRGC.<\/p>\n\n\n\n
“They’re having conversations with the Iranians that have never happened before, including with the IRGC, about various types of economic incentives \u2014 ‘Here’s what we’d need to see to make your country investable’ \u2014 and the Iranians come back and say, ‘Okay, yeah, we’re willing to do all those things.'”<\/p>\n\n\n\n
Vance described the UAE as “by far the most hawkish, by far the most pro-Israel country in the Gulf Cooperation Council,” making its engagement with Tehran particularly notable.<\/p>\n\n\n\n
Part of a Broader De-escalation Framework
The CENTCOM-IRGC channel is expected to complement other confidence-building measures discussed during the B\u00fcrgenstock summit in Switzerland, including:<\/p>\n\n\n\n
Mechanisms to maintain freedom of navigation through the Strait of Hormuz<\/p>\n\n\n\n
Negotiations over Iran’s nuclear programme<\/p>\n\n\n\n
Deconfliction arrangements to reduce the risk of renewed clashes between Israel and Hezbollah in Lebanon<\/p>\n\n\n\n
Vance described the current memorandum of understanding (MOU) as a “foundational document” rather than a final settlement:<\/p>\n\n\n\n
“Let’s open the Strait, let’s stop shooting at each other, and let’s see if we can make a nuclear deal.”<\/p>\n\n\n\n
Legal and Operational Questions
The decision has raised legal and operational questions, given the IRGC’s designation as a terrorist organisation.
